Meghalaya: GHADC members write to CEM for salary disbursal

The MDCs have requested the CEM to establish negotiations with the Chief Minister and to resolve to clear the salaries of the GHADC employees as early as possible.

The MDCs of the Garo Hills Autonomous District Council (GHADC) have written to the Chief Executive Member (CEM) of the council  Benedic R. Marak to address issues related to the salaries of the employees including tied grants etc.

Pointing out that the previous executive committee had approved and passed a resolution for the payment of salaries in March 2018, the MDCs urged the CEM to consider and initiate measures to release salaries in the revised scale and disburse the same to the employees according to the 5th Pay Commission.

The MDCs have requested the CEM to establish negotiations with the Chief Minister and to resolve to clear the salaries of the GHADC employees as early as possible.

.The MDCs also spoke about Tied grants earmarked by the 15th Finance Commission award amounting to Rs 91 crore sanctioned to the Autonomous District Councils of Meghalaya claiming that attempts are being made to divert it to Jal Jeevan Mission.

“It may be reminded that the GHADC has its own implementing department for water supply and sanitation and has been implementing the same in the preceding years. As per the Finance Commission guidelines, Rural Local Bodies (RLB) should be the implementing agency of these funds, hence, the attempt to manoeuvre these funds allocated for our District Councils is completely disapproved. We urge you to kindly request the Chief Minister to release the earmarked funds as rightfully claimed by all the ADCs,” the MDC said.

Again, the MDCs referred to the advertisement of the Meghalaya Basin Development Authority (MBDA) inviting proposals from eligible entries for the design, development and maintenance of Information and Communication Technology services for the Taxation Department in the GHADC which is being funded by the Japanese International Cooperation Agency (JICA).

“Why are such projects being outsourced to outside agencies? We would like to know whether any agreement was made in black and white before allowing foreign agencies outside the purview and jurisdiction of our GHADC to undertake projects by the previous executive committee”, he said.

The MDCs have requested the executive committee to recall all advertisements and revoke all agreements asserting that it is an intrusion into the autonomy of the district council.
