NEW COVID SOPs: ‘Total containment’ declared in 7 Assam districts

The Assam government has declared total containment in seven districts with high COVID positivity rates and daily cases.

“These districts are Golaghat, Jorhat, Sonitpur, Biswanath, Morigaon, North Lakhimpur and Goalpara,” state health minister Keshab Mahanta informed media persons while announcing the revised standard operating procedures (SOPs) which will come into effect for a week from 5 am of July 7, 2021.

The health department had made an assessment in the past ten days and observed that Golaghat district witnessed as many as 2711 cases, followed by Sonitpur district, which reported 1795 cases, and Jorhat district with 1583 cases.

Golaghat district also recorded a high positivity rate of 5.64 per cent, followed by Jorhat at 4.36 per cent, Morigaon at 3.26 per cent, Sonitpur (3.01 per cent), Biswanath (2.92 per cent), North Lakhimpur (2.68 per cent) and Goalpara (1.79 per cent).

There will be a total ban on the movement of all public and private transport in the total containment districts. However, the movement of goods shall continue. 

“In districts showing moderate positivity rates such as Sivasagar, Dibrugarh, Kokrajhar, Barpeta, Nalbari, Baksa, Bajali, Kamrup, Darang, Nagaon, Hojai, Tinsukia, Dhemaji, and Cachar, Karimganj and Karbi Anglong, curfew will remain effective from 2 pm to 5 am while shops will remain open from 5 am to 1 pm,” the minister said. 

He however said that two districts, Sivasagar and Dibrugarh, would be under close watch for one week. 

“On the other hand, Dhubri, Kamrup (Metro), South Salmara, Majuli, Bongaigaon, Chirang, Udalguri, West Karbi Anglong, Dima Hasao, Charaideo and Hailakandi districts are showing improvement in positivity caseload. Curfew in these districts will be effective from 5p m to 5a m while shops have been allowed to remain open till 4p m,” the minister said.

All inter-district passenger transport services and movement of people to and from other districts shall remain suspended.

Public gatherings have been banned in total containment districts. In other districts, gatherings of up to 10 persons are allowed for marriages or funerals.

Other restrictions, including odd-even formula for plying of vehicles, declaration of containment zones etc. and exemptions as notified in the order of June 26, 2021, shall continue to remain in force, an order by the Assam State Disaster Management Authority stated.
