Supreme Court issues notices to Manipur and Central govt over ILP

It may be recalled that ILP was extended to Manipur in 2019, following the enactment of the Citizenship Amendment Act (CAA). It may be mentioned here that the areas under ILP are exempted from CAA.

The Supreme Court (SC), on January 3, issued notices to the Centre and Manipur government on a plea challenging the Inner Line Permit (ILP) system in Manipur.

A bench comprising of Justices Abdul Nazeer and Krishna Murari, gave a four-week timeline and sought a reply from both the Centre and Manipur government over a petition filed by Amra Bangali, a Kolkata-based organisation with a unit in Assam.

The organisation is demanding revocation of the ILP in Manipur.

The petitioner has challenged the ILP system contending that it provides power to the State to restrict entry and exit of non-indigenous persons or those who are not permanent residents of Manipur.

It may be recalled that ILP was extended to Manipur in 2019, following the enactment of the Citizenship Amendment Act (CAA). It may be mentioned here that the areas under ILP are exempted from CAA.

The permit system was introduced by way of the Adaptation of Laws (Amendment) Order, 2019 which extends 140-year-old colonial legislation Bengal Eastern Frontier Regulations, 1873 (BEFR).

The ILP system has effectively been made applicable to the States of Manipur, Arunachal Pradesh, Mizoram and districts of Nagaland which are notified from time to time.

In another development, the Election Commission (EC), on January 3, wrote letters to chief secretaries of five poll-bound states to accelerate Covid-19 vaccination. The commission has expressed concerns over the low percentage of first dose inoculation in Manipur which election is likely to take place in March.

The EC had recently visited Punjab, Uttar Pradesh, Uttarakhand, Manipur, and Goa to assess the preparedness of election-bound states.
