GUWAHATI, June 21, 2018: After mob lynching incident in Karbi Anglong district in Assam, another assault came to light in which a youth was beaten up by a mob. A video of this incident has come to light.

One, Pankaj Hazarika, on Wednesday has been arrested by the police on charges of leading a mob attack on Vijoy Ray, a youth from Dhubri, at Kaliagaon in Darrang district of lower Assam on June 9.

The police confirmed the arrest and said Hazarika has been sent to judicial remand.

The arrest followed a police complaint filed by the victim at Gauripur police station on Tuesday and by the All Kamtapur Students Organisation (AKSO) with Udalguri police the same day

The son of Habul Chandra Ray, Vijoy is a resident of Gauripur town, ward number 1 under Gauripur police station in Dhubri district.

He had been working for a cellular company at Udalguri three months ago when they had the affair.

The girl had allegedly called him to visit her at her village where a mob, comprising her family members, caught hold of him, stripped him and started beating him despite his repeated appeals.

The mob reportedly took objection to a meet between the young man and a local girl.

Victim Vijoy Ray was meeting a girl in Mangaldoi Kalaigaon locality when he was heckled by the mob.

"I kept on repeating that I am an Assamese and a resident of Gauripur. However, nobody paid any heed," Ray alleged.

He added that some of the attackers also asked him if his name was enrolled in the draft National Register of Citizens.

The ordeal remained a secret with Ray till a video clip of him being bashed up went viral on social media over the past two days.

After his parents and people from Dhubri came to know on Tuesday, Ray filed a police complaint against Hazarika and the students' organisation filed another complaint with Udalguri police.

However, the village where the incident took place falls under the administrative control of Darrang district.

A case has been registered at Gauripur police station.

Dhubri additional superintendent of police G. Deka confirmed the receipt of the complaint and said as the incident occurred in Darrang district, the case has been transferred to the police station concerned and hoped all the culprits would be arrested soon with the help of the local police.

The students' organisation also threatened to launch a statewide agitation in Assam if immediate steps were not taken to book all the accused.

Uttam Roy, the organising secretary of the students' organisation, expressed concern over the incident of moral policing and mob violence that happened in broad daylight near the Kalaigoan police station and over the fact that the local police had been allegedly trying to "hush up the matter".
