Curfew imposed, Internet suspended after violence mars I-Day celebrations in Shillong

In view of the untoward incidents that took place at different parts of Shillong City on Sunday, the district administration imposed a curfew in Shillong Agglomeration and adjoining areas with effect from 8 pm on August 15 to 5 am on August 17. Internet services have also been suspended for 48 hours.

 As per the order issued by District Magistrate, East Khasi Hills, Isawanda Laloo, IAS, the swift measure comes in response to the incidents of stone-pelting, arson, and theft in some parts of Shillong City.

 The administration clamped Section 144 CrPc in several areas including the whole of the municipal area, cantonment area, all areas under Mawlai Block, including Census Towns, all areas under Mawpat Block, including Census Towns, areas under Mylliem Block from Umshyrpi Bridge up to 7th Mile, Upper Shillong, and Madanrting, Mawblei, Laitkor, Nongkseh, Umlyngka, Lawsohtun, Mawdiangdiang, Diengïong, and Siejïong.

“During this period, public movement is prohibited. Shops, offices, business establishments, and all educational institutions will also remain closed,” read the order.

In the afternoon, hundreds of residents, carrying black flags, protested against the extra-judicial encounter of surrendered militant Chesterfield Thangkhiew, as they took out his funeral procession from his residence in Mawlay Kyntor Massar. Meanwhile, in Jaiaw, a police vehicle of Mawkynroh Police Outpost was set ablaze by a group of unidentified miscreants. Reports suggested that the men seized the vehicle along with arms belonging to the police and took it for a ride before setting it on fire.

The Home (Police) Department also circulated a notification (HPL/199/2018/26) promulgating section 144 of the Indian Penal Code to maintain public peace and tranquillity, and ensure public safety.

Internet services were also remain suspended from 6 pm on August 15 in four districts of the state — East Khasi Hills, West Khasi Hills, South West Khasi Hills, and Ri-Bhoi – for 48 hours under the “Indian Telegraph Act, 1885, read with the Temporary Suspension of Telecom Services (Public Emergency or Public Safety) Rules, 2017 to prohibit the following types of media”.
