Manipur | MPCC files for disqualification of Lukhoi & Surchandra

Manipur Pradesh Congress Committee MLAs on Thursday had approached Manipur Legislative Assembly speaker, Yumnam Khemchand urging the disqualification of two former comrade-in-arms of the Congress party.

A petition was filed by MLA of Sugnu assembly constituency, K. Ranjit Singh  against MLA of Wangoi assembly constituency, Oinam Lukhoi Singh to be disqualified on grounds of defection.

Similarly, MLA of Karong assembly constituency, DD Thaisii has petitioned on similar charge that MLA of Kakching assembly constituency, Y. Surchandra be disqualified.

Four MLAs from the Congress party had defected to the BJP fold back in April 2017 including Y. Surchandra Singh of Kakching, Sanasam Bira of Kumbi, Oinam Lukhoi of Wangoi and Ngamthang Haokip of Saitu. The four MLAs were given a welcome along with lone Trinamool Congress MLA, T Robindro Singh of Thanga assembly constituency then.

The petitions to the speaker mentioned that the MLAs, Lukhoi and Surchandra won their elections from the Congress ticket and their joining BJP afterwards is a clear sign that they have given up membership of the Indian National Congress.

Ranjit charged that Lukhoi Singh was given an award for his blatant act of defection by appointing him as vice-president of Manipur Infrastructure Development Agency (MIDA). He said that the support given by Lukhoi Singh to the BJP in strengthening the government is a clear and brazen act of defection under para 2 (1)(a) of the Tenth Schedule of the Constitution.

The petitions prayed the speaker that both the MLAs have defected and as such they merit disqualification from being MLAs of the 11th Manipur Legislative Assembly. It further urged the speaker to pass an appropriate order declaring both MLAs to be disqualified under Article 191(2) and Para 2(1)(a) of the Constitution of India.
