Meghalaya: KHADC pitches for joint inspection to know status of Sweeper’s Lane

The Khasi Hills Automous District Council (KHADC) on Monday pitched for a joint inspection to be conducted by the Shillong Municipal Board, Directorate of Land Records and Survey and the Hima Mylliem, to know the present status of the land at Sweeper's Lane at Them Iew Mawlong.
"We favoured to carry out a joint inspection of the land which housed the residents at Them Iew Mawlong. The joint inspection would be very very helpful in knowing the present status of the land at sweeper lane," KHADC Chief Executive Member (CEM), Pynshngain N Syiem told media persons after the meeting with the Hima Mylliem and the legal experts here today.
He further said that the Acting Syiem of Hima Mylliem, Ricky Nelson Syiem has agreed to write to the Directorate of Land Survey and Records on the need to have the joint inspection.
While further elaborating on the matter, he said that the joint inspection would help to provide with an information on the exact location of the land provided by the Hima Mylliem to the Shillong Municipal Board.
Meanwhile, the KHADC CEM said that the meeting have also endorsed the decision of the High Level Committee (HLC) constituted by the State Government for the detailed land survey of the Sweeper's Lane.
According to Syiem, the Directorate of Land Survey and Records will conduct a fresh survey of plot A which is around 21,837 square feet and also of plot b which comes to around 11,577 square feet.
"The joint inspection can be carried out simultaneously with the detailed survey of the land in question," he said.
When asked about the four pattas issued by the Hima Mylliem at the Sweeper's Lane, the KHADC Chief said that they have not discussed anything on the issue.
"We would wait for the fresh survey of the land before deliberating on the four pattas issued by the Hima Mylliem to residents at Sweeper Lane," Syiem said.
Besides the four land pattas, he said that there is a total number of 218 individuals from the Sweeper's Lane who have sought for the land pattas.
"But the Hima Mylliem is yet to take any decision on the land pattas sought by the 218 individuals," the KHADC CEM said.
When asked about the litigation pending in the court, he said that the Shillong Bench of the Gauhati High Court in 2010 had remanded the case to the Syiem of Mylliem to take a fresh decision after hearing the petitioner (Harijans).
"The Hima Mylliem is yet to proceed ahead with the court's directive," he said.
It may be mentioned that the Hima Mylliem had given the land patta in four places on humanitarian ground in 2009.
The Acting Syiem of Hima Mylliem had informed earlier that the land pattas were given for construction of the Gurudwara, Guru Nanak School, Shiv Mandir and Durga Mandir.
According to the Acting Syiem, they had decided to withdraw the land pattas in 2010 following the opposition from several NGOs.
The Syiem of Hima Mylliem said that the Sikh population residing in the Sweeper Lane then approached the court to oppose the withdrawal of the land pattas.
"After hearing the matter, the court then directed the Hima to conduct the hearing to hear the grievances of the Sikh population and then decide whether to withdraw the land pattas," Acting Syiem of Mylliem had said.
The Hima in 2011 had issued the order to cancel the land patta without holding the hearing as directed by the court.
