Meghalaya: MS Roa to become new CS, Addl chief Secy Hector Marwein “unhappy” with decision

Additional Chief Secretary, M.S. Rao, who is an IAS officer of the 1987 batch of the Assam-Meghalaya cadre, will assume charge as the Chief Secretary of Meghalaya following the superannuation of the present Chief Secretary, P.S. Thangkhiew on December 31, 2019.

A notification issued by joint secretary of Personnel department A Kharpor here today stated that on assumption charge as the Chief Secretary, Mr. Rao will also function as the State Vigilance Commissioner and also continue to function as Chairman of Board of Revenue.

Meanwhile, Additional Chief Secretary, Hector Marwein, who is an officer of the 1985 batch of the Assam-Meghalaya cadre, has petitioned to the Chief Secretary today stating that Rao who has been posted as the Chief Secretary by superseding him.

"In this connection, it may be mentioned that he has served 34 years in various capacities of the State Government without any blemish in the administrative record. It is distressing that I have been superseded without any valid reason to the post of the Chief Secretary after serving State for so many years with integrity and honesty," Marwein stated in the letter addressed to the Chief Secretary.

He also stated that he has upheld the highest standard of moral and ethical behaviour during his 34 years in the service and now has only eight months to serve in the government.

"It is understood that a lot of baseless rumours about the personal behaviour of the undersigned has been circulated so as to undermine his rightful claim to the post of Chief Secretary. This supersession has therefore set an unhealthy precedent in this State as it will allow for unhealthy competition officers for securing this highest post in the government administrative future," Additional Chief Secretary said.

According to him, the post of Chief Secretary in this state has always been given to the senior officer serving in the State adding that this time he has been wrongfully denied of this post in the fag end of his career. "I would therefore request the Government to kindly reconsider this matter so that I may rightfully be given the post of Chief Secretary to which I am entitled to as per the seniority and past precendent in the State," Marwein added.
