SHILLONG: From over 40 government departments and over 70 private parties who have applied for a plot of land at New Shillong Township, only 34 government departments have been allotted land at NST with the project being held up as the same is faced with various impediments over the years like land acquisition controversies and the passage of the new land Acquisition act, 2013.
Though, there were rumours that the government had acquired acres and acres of land from a secondary party who were alleged to have fraudulently sold off the land way back in the late 90s to the government without the knowledge of the genuine land owners, the government went ahead with the land allotment process, only to be stuck halfway.
Though the land acquisition for the project started way back in 1995, the township is yet to take a proper shape and even after 21 years many departments have yet to start work in the land allocated to them.
The State Government contemplates to acquire 2030 hectares of land at a budget of over Rs 800 crore but has so far acquired 370.266 hectares of land at a total cost of Rs 33.73 crore. As per the statistics, the State Government in the year 1995-96 acquired 101.79 hectares, 17.20 hectares in 1998-99, 131.16 hectares in 2003-04 and 120.11 hectares in 2006-07.
The State government has constituted a New Shillong Township Development Agency (NSTDA) for the development of the area and according to the then urban affairs minister Ampareen Lyngdoh, all plots were allotted to different departments and agencies and added that “for more land acquisition, the State has to wait as the new Land Acquisition Act, 2013, is still hanging fire”.
It is also believed that the state has no more land left to allocate other ‘genuine’ parties and will have to wait for the new land Acquisition act.
It may be mentioned that from 145 parties (Government departments/public and private sectors) who had applied for land allocation at NST in Mawdiangdiang, the government have been able to allot the same to only 34 government departments.
These departments includes — Tourism department for IHM, Meghalaya Urban Development Agency (MUDA), Home Police for CBI office , Home (civil Defence & home Guard), IT department for ICT Park, Meghalaya Administrative Training Institute (MATI), Health Department for Public Health Foundation of India (PHFI) and RPC hospital, Education Department for IIM, ELFU and the Central Institute of Hindi, Civil Service Officer Housing: Co-operative Societies, Sericulture and Weaving: Department for National Institute of Fashion and Technology (NIFT), Urban Affairs, Information & Technology, Arts and Culture department for Music Academy and Shillong International centre for performing Arts and Culture, NEEPCO, Nagaland House, Reserve Bank of India, United nations Resource Centre, Mizoram House, Employees provident fund Organisation, State Bank of India, Fire & Emergency Service, Central Bank of India, Meghalaya Legal Service Authority, Meghalaya Rural Bank, Law department for Judiciary/ Building, National Bank for Agriculture and rural development (NABARD), Meghalaya Power distribution Corporation LTD (MeECL) for sub-station, Agriculture department for Central Water Commission and Tourism Department for Urban Park.
It is mentioned that no timeframe has been set for completion of the new Shillong Township, and it all lies on the departments who have already been allotted land to go ahead with the construction work, though are some departments who have already started implementing the same. Time will only tell!
It remains to be seen how departments were allocated land when they did not have the financial capability to act upon it after allocation in the first place. It once again looks like most of these allocations under various governments were done as ‘political favours or one-upmanship’ rather than proper planning.
