Crime against women has topped the list of the number of different types of crimes committed in Assam since 2011.Assam Police reports revealed, that on an average, three women in the state face some form of harassment or atrocity every hour.
In the first four months of the year, the state recorded at least 52 cases of crime against women daily, the figures show.
Between January and April 2015, at least 6,144 cases of crime against women were registered by police stations across the state.
Of the cases of crime against women recorded in the first four months, the highest — 2665 — are of cruelty by husbands. Around 60 dowry deaths, 1,740 cases of kidnapping, 1,106 of molestation, 557 of rape and 16 cases of trafficking were also registered during this period the records shows.

Violence in public had lurked below the surface in the state for the last two decades ever since insurgency and army operations became a way of life. In 2014, India ranked among the highest consumers of pornographic content in the world, according to Pornhub, an online video hub of all states, people from Andhra Pradesh spend the least time on Pornhub — 6 min and 40 sec; people from West Bengal spend 9 min and 5 sec; people from Assam spend 9 min and 55 sec. The general psyche of age group 16-32, reports says is affected by exposure to such content.
#3 LACK OF MORAL EDUCATION AND GENDER SENSITIZATION
The current education system is all about getting a job, making money and satiating your superficial desires with it. No one questions the purpose of life and cares about real human calling. Till now no initiative has been taken by authorities of the state to include and introduce basic gender orientation and sensitization in primary school level.
#4 FEW CONVICTIONS
For rapes that do get reported, conviction rate is quite less in the state. There is also no law on the books covering routine daily sexual harassment, which is euphemistically called “eve-teasing.” The passing of a proposed new sexual assault law has been delayed for seven years in India.
#5 SLUGGISH JUDICIARY SYSTEM
India’s court system is painfully slow, in part because of a shortage of judges. The country has about 15 judges for every 1 million people, while China has 159. A Delhi high court judge once estimated it would take 466 years to get through the backlog in the capital alone.
#6 A LACK OF PUBLIC SAFETY
Women generally aren’t protected outside their homes. The gang rape occurred in Nagaon few weeks ago says that the state public places can be unsafe for women. Many rural and even urban streets are poorly lit, and there’s a lack of women’s toilets.
#7 ACCEPTANCE OF DOMESTIC VIOLENCE
The Reuters Trust Law group named India one of the worst countries in the world for women this year, in part because domestic violence there is often been seen as deserved. A 2012 report by UNICEF found that 57 percent of Indian boys and 53 percent of girls between the ages of 15 and 19 think wife-beating is justified. #8 FEW FEMALE POLICE
Studies show that women are more likely to report sex crimes if female police officers are available. Lesser number of female police is another problem of the state.
Illiteracy is one of the most effective dynamic pressures, which may have different root causes and potential to generate many unsafe conditions for women. Such unsafe conditions combined with some external threats mainly superstitions, causes different problems specially security of the rural women. Illiteracy also halts the overall progress of the women.
#10 SUBSTANCE ABUSE
Alcohol and drug use is increasing in Assam and with it intolerance. Psychiatrists reveals that some of reasons behind the rising crime graph against women might be rising trend of drugs and alcohol abuse in the society, and also increasing stress in daily life.
